Well, a decent policy it might be in the long run, I sense there is room left for improvement. I'm not one-sided on this issue, but I guess I could get behind this idea.
I'll elaborate my standpoint in 2 sections.
Firstly, banning social media websites would make our time at the library worthwhile. It is both efficiency-oriented and time-saving; in this way, we could get things done.
Plus, I got an idea to match with this policy, students could put their phones somewhere in the library when they need to be highly productive and effective, and they can retrieve their phones back after they finished the assignments, believe me, it is the way to go.
